Integrating Monroe County Through Community GIS

The Geographic Information System (GIS) Services Division manages Monroe County’s interagency GIS program. The GIS Services Division provides leadership, coordination, infrastructure, education and a variety of services to realize the full potential of a Community GIS. The mission of the GIS Services Division is to develop a fully integrated GIS that will support the needs of all Monroe County Departments, the City of Rochester, and local towns and villages. The division fosters countywide access to current, accurate spatial information and the elimination of duplication of effort cialis online.

Monroe County started the investment in GIS about ten years ago when the Department of Planning and Community Development began mapping environmental features, the Environmental Services Department mapped sewers, and the Office of Real Property Tax Service (Finance) learned the benefits of a GIS for the maintenance of tax parcels. In January of 2000, many of the County’s GIS functions where consolidated with the formal creation of the GIS Services Division. The division was formed to promote and educate County departments, towns and villages on GIS and to plan and implement its use throughout Monroe County.

GIS Services is one of five divisions (along with Pure Waters, Solid Waste, Engineering, Fleet Maintenance) comprising the Monroe County Department of Environmental Services (DES). “Considering DES’s role in managing sewers and fiber, while at the same time being aware of GIS’s potential role in facilities management, makes organizing GIS as a part of Environmental Services just common sense.” said DES Director John Graham.

Global Positioning System (GPS)

Over the past several years, the Department of Environmental Services has put into place a state-of-the-art GPS program.

We maintain the Continuously Operating Reference Station (CORS) for the Greater Rochester area. We are also part of the National CORS network, a cooperative network run by the National Geodetic Survey.

Our CORS station continuously records a highly accurate GPS signal at a surveyed location. The data are monitored by NGS 24 hours a day, 7 days a week, to ensure that our data are of the highest possible quality. The data is available to the public free of charge via the Internet at http://www.ngs.noaa.gov/CORS/ (our station code is NYMC).

By maintaining a continually operating reference station, we make it possible for the public to use post-processing or differential correction to greatly enhance the accuracy of their GPS data.

In addition to our base station, we have made a significant investment in field equipment. We currently operate:

  • 1 Trimble 5700 Base Station, with a cellular modem link to our 5700 rover.
  • 1 Trimble 5700 Real-Time Kinematic Rover. This is a survey-grade receiver that is capable of field accuracies of less than one centimeter.
  • 2 Trimble ProXR Backpack Receivers. These are mapping-grade receivers that are capable of field accuracies of less than one meter.
  • 2 Trimble GeoExplorer 3 Handheld Receivers. These are lightweight hand-held units that are capable of field accuracies of less than two meters, or post-processed accuracies of less than one meter.

We use the quipment for a variety of projects, including sewer asset location collection, sewer installations, cut and fill projects, land surveying, and the preservation of the Monroe County Geodetic Survey Datum.

Our equipment is available on short-term loan to other municipalities within Monroe County.

Records Room

The Department of Environmental Services Records Room staff are responsible for the collection, maintenance, archiving and warehousing of over 50,000 documents, both on paper/mylar and in digital form. We are currently in the process of scanning our physical documents into a digital document management system.

Following are some of the types of documents for which we are responsible:

  • As-built drawings and sewer plans dating back to 1876
  • Greater Rochester International Airport plans
  • Sewage treatment plant plans
  • Monroe Community Hospital plans
  • Monroe Community College plans
  • Hall Of Justice plans
  • Right-of-Way mapping and survey information
  • Department of Transportation highway and bridge plans
  • Maps and plans of county parks and Seneca Park Zoo
  • Topographic and Land Use Maps
  • Hard-copies of aerial photography from the 1960s

We are happy to assist both local governments and the public with researching information. For a nominal fee, we can provide copies of documents on paper, mylar, or CD-ROM.

The Records Room is located on the 7th floor of CityPlace, 50 West Main Street, Rochester, NY.

We are open from 8:00 a.m. until 4:00 p.m. (Monday through Friday).

Intro to GIS

GIS is no longer limited to mapping specialists. These days, almost anyone can take advantage of the power of GIS including engineers, land-use specialists, planners, social scientists, fire, police and emergency management professionals, infrastructure managers, or anyone else who works with data with a geographic component.
 
Monroe County's
Intro to GIS Using ArcGIS 9 I provides a strong understanding of the fundamental principles of GIS, as well as hands-on experience with the latest software.

Monroe County's Intro to GIS Using ArcGIS 9 II goes into more advanced techniques which will add the basic user in creating and managing GIS data.

Intro to Pictometry

Monroe County is currently offering two different options for Pictometry training.  Every second Friday of the month starting in February there will be a general Pictometry training session.  This session will  be  basic introduction to Pictometry giving users the understanding of what Pictometry is and some of the basic tools of the Pictometry viewer program called Electronic Field Study.  The second option is a more in depth training set up by looking at the individual needs of your department.  This class will have to be scheduled with me by your supervisor, and will require a minimum of 8 people to sign up.

This class is for those organisations which have Pictometry provided for them under the Monroe County Pictomtry Liscence.  For both classes you will need to register in order for class materials and workstations to be provided.

GIS Learning Lab

GIS Training Lab Monroe County has a 22 seat computer lab which on Fridays, starting January 19, 2007, will be open to work on projects and help by staff from the GIS Services division.  The lab will be open from 10:00am to 2:00pm these days to assist you in working on projects that you are working on.  This is open to all Monroe County residents who have a project already started and are looking for some assistance with it. 

Just send an email with a description of your project, any datasets you have created for the project, the Friday you will be coming in, and we will be happy to work with you.

New Pictometry


This is just a general announcement for all municipal entities who currently use or are looking to get Pictometry in Monroe County.  The new Pictometry has come in and if you would like to schedule your install please contact Justin Cole at (585) 753-7504 or via email at jcole@monroecounty.gov.  One thing to know before you call is that the new data is quite large and will require about 50 gigabytes of storage per town. 

This is a services that is provided for all Towns, villages, as well as fire, police, ambulance, and school districts.

LiDAR - What is it and How is it Used
Justin Cole, Monroe County GIS Services Division

This year Monroe County flew LiDAR.  In anticipation of future distribution and utilization, Justin will discuss the basics of LiDAR.  He will focus on what LiDAR is, how its collected, differences in sensors, and what the deliverable looks like. He will also present an example of how to process LiDAR and some of its early uses. There will also be a glimpse into future projects planned at Monroe County utilizing LiDAR including flood models and 3D modeling.
